Why lower levels get wet in Clark County

Most homes here sit on a crawl space, but Vancouver has real topography, and where there is a slope there are daylight basements and half-below-grade lower levels. You will find them across the older slopes north of downtown in Shumway and Arnada, throughout Cascade Park and Fisher's Landing where the land falls toward the Columbia, on the bluffs in Felida, and in the hillside builds around Camas and Prune Hill. Wherever a house is cut into a grade, one or two walls are holding back saturated soil for eight months a year.

The mechanism is not dramatic. It is not a flood. Between October and May, Vancouver takes about 42 inches of rain across roughly 160 days, and the ground never gets a chance to shed it. Water moves laterally downhill through the soil until it meets your foundation wall, then it sits there. Concrete is porous. Moisture wicks through, evaporates on the interior face, and raises the humidity in a room that is already the coolest in the house. Cool plus humid is the exact recipe. You do not need a leak; you need eight months of contact.

Finished lower levels are the expensive version

An unfinished concrete room announces its problems. You see the dark patch, you see the chalky white efflorescence, you smell it. A finished lower level — framed walls, insulation, drywall, carpet, a media room — hides all of it. Moisture passes through the concrete into the stud bay, where fiberglass batt insulation holds it against the back of the paper-faced drywall. Paper is food. The growth happens in the cavity, invisible, for years.

The tells are subtle: the room smells different from the rest of the house, especially when the heat first kicks on; the carpet feels cool and slightly heavy near the exterior wall; baseboards have cupped or lifted; there is a faint tide line on the drywall a few inches off the floor. How the work actually goes

  1. Assess and contain. Moisture readings map how far the wet area extends, which is almost always further than what is visible. The work area is sealed with plastic and put under negative pressure so spores do not travel up the stairwell into the rest of the house. HVAC returns in the space get sealed off.
  2. Remove porous material. Affected drywall, insulation, carpet, pad, and any wood trim that has stayed wet come out and get bagged inside containment. Cuts are made well past the visible damage — typically a foot or two — because the growth edge is never where the stain edge is.
  3. Clean what stays. Framing, concrete, and other non-porous surfaces are HEPA vacuumed, wiped, and treated. Structural wood that has been consistently wet gets checked for rot, not just mold; those are different problems with different fixes.
  4. Dry it properly. Air movers and commercial dehumidifiers run until the framing and concrete hit target moisture content, verified with a meter rather than a guess.   6. Rebuild and verify. New material goes back in. On larger jobs, clearance testing confirms the space is back to normal before you move the furniture home.
