Why nearly every Clark County house has a crawl space

Pacific Northwest builders have raised houses off the ground for a century, for a good reason: the soil here is wet for most of the year and keeping wood off it is the whole point. The standard solution was a shallow crawl space with foundation vents around the perimeter, on the theory that outside air moving through would carry moisture away. In a dry climate that works well. In ours it works for about four months a year and actively hurts for the other eight.

The physics are simple and unforgiving. From October through May, Vancouver's outdoor air sits near saturation — relative humidity averages around 84 percent in December. Your crawl space vents pull that air in. Under the floor, it meets joists, ductwork, and pipes that are cooler than the air, and moisture condenses out onto them. Meanwhile, bare or poorly covered soil below is evaporating groundwater upward continuously. The space fills with damp air that has nowhere to go, wood moisture content climbs past the roughly 20 percent threshold where mold takes hold, and growth starts on the joists and subfloor.

Then the stack effect finishes the job. Warm air rising through your house pulls replacement air up from below, which means a meaningful share of the air you breathe upstairs came through the crawl space first. That is why the classic symptom is a musty smell in the living room from a problem nobody has ever seen.

What pros find down there

  • A torn, short, or missing vapor barrier. The single most common finding. Plastic laid decades ago, never taped at the seams, pulled apart by anyone who has crawled through since, and stopping two feet short of the stem walls.
  • Standing water or saturated soil. Usually from downspouts discharging at the foundation, a grade that slopes toward the house, or a failed crawl space sump.
  • Fallen fiberglass insulation. Batts absorb moisture, get heavy, and let go. Wet fiberglass hanging between joists is a mold reservoir and a sign the space has been wet a long time.
  • Disconnected ductwork. Flex duct that has separated is dumping conditioned air into the crawl and pulling crawl air into the system, which distributes spores through the house.
  • Dryer vents terminating under the house. More common than it should be. A dryer puts several gallons of water a week into the space.
  • Rodent activity. Almost always accompanies a wet crawl space here, and adds a contamination and insulation-replacement dimension to the job.

The work, step by step

  1. Clear it out. Old plastic, fallen insulation, construction debris, and rodent contamination come out first. On many Vancouver jobs this is a third of the labor.
  2. Remediate the wood. Joists, beams, and subfloor get HEPA vacuumed and cleaned. Heavier growth may need media blasting — typically soda or dry ice — which removes growth from rough lumber far more effectively than wiping. Then an antimicrobial treatment.
  3. Check for rot, not just mold. These get confused constantly. Mold is a surface organism that stains and releases spores; wood-destroying fungus eats the structural fiber. If a joist is soft to a screwdriver probe, you have a carpentry problem that a mold contractor may or may not handle, and you want to know before the plastic goes down and covers it.
  4. Fix the water. Extend downspouts well away from the foundation, correct the grade, install or repair a perimeter drain, add a crawl space sump if water genuinely collects. This is not optional and it comes before the barrier.
  5. Vapor barrier or full encapsulation. The choice that drives the price — see below.
  6. Control the humidity. On an encapsulated crawl, a dedicated dehumidifier draining to a condensate pump or a sump keeps the space in the 50–60 percent range year-round. Many local pros will also add a remote humidity monitor so you can see it from the kitchen.

Vapor barrier vs. full encapsulation

A vapor barrier is heavy poly laid across the soil, overlapped and taped at the seams, usually running a short way up the stem walls. It stops ground moisture evaporating upward, which is a large share of the problem, and it is the cost-effective answer for a crawl space that is basically sound. Budget roughly $1,500–4,000 for a typical Clark County home depending on square footage and how bad the access is.

Full encapsulation takes it further: a thicker liner covering floor and walls, sealed to the stem wall, foundation vents closed and insulated, the space sealed from outside air entirely, and a dedicated dehumidifier added. It converts the crawl space from a vented outdoor space into a semi-conditioned part of the building. That typically runs $3,000–9,000 or more, and on a large or hard-access home it can go past that.

Which one is right for a Vancouver house? Honest answer: a well-drained, well-vented crawl space with a good barrier performs fine in this region and plenty of local inspectors will tell you so. Full encapsulation earns its cost when the space has recurring high humidity despite a good barrier, when HVAC ductwork runs down there, when the space has a history of mold, or when the floor above is uncomfortably cold. If it is being sold to you as automatically necessary, ask for the humidity readings that justify it. If closing the vents is being proposed, it must come with a dehumidifier — sealing a crawl space without adding humidity control is how a damp crawl becomes a wet one.

Signs from inside the house

Most people never look in their crawl space, so the problem announces itself upstairs first: a musty smell that is strongest in the morning or right after the furnace kicks on, floors that feel cold and slightly clammy in winter, allergy symptoms that improve when you leave for a weekend, hardwood that has cupped along the boards, a soft or bouncy spot in the floor, or a sudden interest from ants and other pests. Any one of them is worth pulling the hatch for, or having someone do it. The rodent question nobody asks about in the quote

A wet Clark County crawl space and a rodent problem travel together often enough that experienced local contractors check for both automatically. Damp fiberglass batt insulation makes ideal nesting material, and once it has fallen between the joists it stays warm and undisturbed. The relevance to a mold job is practical: contaminated insulation has to come out either way, but rodent contamination changes the disposal handling, adds a cleaning and disinfection step, and means the exclusion work — sealing entry points, screening vents — needs to happen before new insulation goes in. Otherwise you are paying to install fresh nesting material.

Ask whether the quote includes it. Some remediation companies handle exclusion in-house, some subcontract it, and some leave it to you entirely. None of those is wrong, but discovering the answer after the plastic is down is expensive.

What good looks like when the job is done

Before the crew leaves, ask to see photographs of the finished space, since most homeowners will never look themselves. What you want to see: seams overlapped and taped rather than merely laid next to each other, the barrier running up the stem walls and mechanically attached rather than stopping short in the dirt, piers wrapped, the material continuous around obstructions instead of cut around them and left open, no debris left underneath the plastic, and a dehumidifier with its condensate line actually terminated somewhere sensible rather than draining onto the new barrier. Then ask for the humidity target the space is expected to hold, and check it yourself in February with a $15 hygrometer. If it is sitting under 60 percent through the wet season, the job worked.
