
The 24–48 hour rule, and why our climate makes it harder
Mold spores are already in your house. They are in every house. What they need is moisture, and given a wet surface with any organic content, growth can begin within a day or two. That clock is the same everywhere. What is different in Clark County is that the usual amateur response — open the windows, run a box fan, let it air out — does not work from October through May, because the air you are bringing in is already near saturation. You cannot dry a house with air that is holding 84 percent relative humidity. Effective drying here requires a closed environment and commercial dehumidification, not ventilation.
How water gets into Vancouver homes
- Roof and flashing leaks. The most common by a wide margin. Wind-driven rain finds a chimney flashing, a skylight curb, or a valley, and the leak runs for weeks inside a wall or an attic before a ceiling stain appears.
- Burst or leaking supply lines. Vancouver's occasional hard freeze — a few nights a year, sometimes with an east-wind cold snap out of the Gorge — catches uninsulated pipes in crawl spaces and unheated garages. Washing-machine hoses and refrigerator ice lines are the other perennial offenders, and they fail whether or not it is cold.
- Water heater failure. A tank in a garage or utility closet that lets go quietly while nobody is home.
- Crawl space intrusion. Groundwater collecting under the house after a long wet stretch, or a failed crawl space sump.
- Creek and river flooding. Real but localized. Clark County's last major flood was February 1996, when a Pineapple Express dumped extended rain on early snowmelt: rivers and creeks came up across the county, roughly 300 homes were damaged and 82 destroyed, and total damage ran about $25 million. The Columbia crested at 27.2 feet at Vancouver that month. The 1948 flood remains the benchmark — a 31-foot crest that wiped out Vanport across the river and put water in downtown Vancouver streets. Today the risk concentrates in the low ground: Fruit Valley and the Lower River area, the flats near Vancouver Lake, and properties along Salmon Creek, Burnt Bridge Creek, the Washougal River, and the East Fork Lewis.
Water categories, because they change everything
The restoration industry classifies water into three categories, and it determines what can be saved and what must be thrown away.
- Category 1 — clean water. A supply line, a water heater, rainwater through the roof. Carpet, pad, and drywall can often be dried in place if the response is quick.
- Category 2 — grey water. Dishwasher or washing-machine discharge, toilet overflow without solids. Porous materials are usually removed; some semi-porous items can be cleaned.
- Category 3 — black water. Sewage backup, or any flood water that has come across the ground — which includes creek and river flooding. All porous material in contact with it comes out, no exceptions, and the space is disinfected. Category 1 water that has sat for more than about 48 hours degrades into Category 2 or 3 on its own, which is why speed is not just about mold.

What a proper mitigation looks like
- Stop the water and make it safe. Shut the supply, tarp the roof, kill power to affected circuits.
- Extract. Truck-mounted or portable extraction pulls standing water and the water held in carpet and pad. This is the highest-value hour of the whole job — every gallon removed mechanically is a gallon the dehumidifiers do not have to pull out of the air.
- Map the moisture. Thermal imaging and pin meters find where the water actually traveled, which is reliably further than it looks. Water follows framing sideways and wicks up drywall.
- Remove what cannot be dried. Wet insulation always comes out; it does not dry in place. Carpet pad usually comes out. Drywall gets flood cuts — typically a horizontal cut above the wet line — so the cavity can be dried.
- Dry to a target, in a closed system. Air movers plus commercial refrigerant or desiccant dehumidifiers, running continuously with the house closed up, until moisture content readings hit target. In Vancouver in February this commonly takes three to five days, and daily readings should be documented.
- Clean and treat. Antimicrobial application to affected framing and surfaces before anything gets closed back up.
- Rebuild. Drywall, insulation, flooring, trim, paint.
What to do in the first hour
Safety first: if water is near electrical panels or outlets, kill the power at the breaker before you wade in. Shut off the water at the main if it is a plumbing failure. Then start moving: get furniture up off wet carpet or put foil or blocks under the legs so stain and rust do not transfer, lift area rugs, and move anything irreplaceable to a dry room. Photograph everything before you move it — wide shots of each room plus close-ups, and keep the receipts for anything you buy. Cost and insurance, briefly
Emergency mitigation — extraction, equipment, and drying — commonly runs $2,000–8,000 for a residential loss, depending on affected square footage and how many days the equipment stays. Add remediation if mold has already started, and add rebuild costs on top. The important insurance distinction: standard Washington homeowners policies generally cover water damage that is sudden and accidental, like a burst pipe, and generally exclude gradual seepage, long-term leaks, and surface flooding — the last of which requires separate flood insurance through the NFIP or a private carrier. Mold coverage is usually capped, often somewhere in the $5,000–10,000 range, and only when it follows a covered loss. Document the cause and the date, and report it promptly.
Knowing your flood exposure before it matters
Clark County publishes flood hazard information, and the National Flood Insurance Program maps are public. It is worth ten minutes to know which side of a line your property sits on, because the answer determines whether standard homeowners coverage will do anything for you at all in a surface-flooding event. Standard policies do not cover flood; that requires a separate NFIP or private flood policy, and those typically carry a 30-day waiting period, which means buying one in the middle of an atmospheric river event accomplishes nothing.
The Columbia's flood stage at the Port of Vancouver is 16 feet. Above 17 feet, low-lying access roads and areas around Vancouver Lake and near downtown begin to see water; the 1996 crest reached 27.2 feet and the 1948 crest reached 31. For most of the county the more realistic exposure is creek flooding and surface water rather than the main-stem river, which is why properties along Salmon Creek, Burnt Bridge Creek, the Washougal, and the East Fork Lewis are worth checking individually rather than assuming that being miles from the Columbia means being safe.
